Notice of correction of an article for EMTAN RAMON in the Spanish newspaper EL ESPANOL

The companies EMTAM, with Israeli citizenship, and GUARDIAN HOMELAND SECURITY SA, with Spanish citizenship, exercise the right of correction regulated in Organic Law 2/1984, dated March 26, regarding the information distributed in the newspaper EL ESPAÑOL dated 01/16/2023, 01/17/2023 and 18.01.2023 in relation to the RAMON pistol, which was selected in the purchase case R/0087/A/20/6 to equip various civil guard units.

The pistols were purchased within the framework of the Special Administrative Clauses (PCAP) in an open contracting procedure, a procedure that allowed maximum agreement in the pricing. As stated in the PCAP. A total of seven companies submitted the documentation. Only three passed the technical documentation stage.

The RAMON pistol was subjected to a rigorous and systematic testing program during the evaluation phase of the procurement case, just like the firearms submitted by other competing companies.

The RAMON pistol was bid at €269, which represented a 35% reduction on the maximum bid price and our competitor, a Glock pistol, was bid at €305.87, a 26% reduction on the maximum bid price.

The proposal presented by our company obtained the best technical evaluation, with a score of 34,864 points out of 40 points assigned. As seen in the "Technical Evaluation Report", document number IET-2021-013-ARM, which is public, the RAMON pistol was rated better than the competitor Glock in accuracy, length and ergonomics and operation.

The assessment tests are included in the PPT of the recurring tender for each of the supplies corresponding to the annual payments, after the contract is received, with the aim of permanently guaranteeing the quality of the supply.

The tests were carried out in the "SAEP areas in Valdemoro and the ammunition used was that of the Civil Guard" . In the case of subsequent supply quality assurance tests, both in 2021 and 2022, these "were carried out at the facilities of the Ematan plant itself in the State of Israel and the ammunition used was NATO approved.

The said tests were carried out and checked in the presence of a technical delegation of the armament service of the Civil Guard."

As for the gun's alleged failures, these were not discovered during the technical acceptance tests performed on a random sample of two guns from each lot of 1,000 guns, a total of six guns from three lots.

The punctual extraction breaks were reported in September of last year and were limited to the type of ammunition of a certain year, according to which the Ematan company proposed an improvement in the extractor nail which was studied, tested and accepted by the technicians of the armament service. The resolution of these events was confirmed after the extractor claw was replaced on all supplied pistols (6,144 in total).

Also, the Ematan company held a specific training day (according to the contract) for the Ramon pistol and its study was included in the day program for updating knowledge for maintenance in the service of armaments and police equipment. GUARDIAN HOMELAND SECURITY SA is a Spanish company that distributes weapons and defense materials from Israeli manufacturers.

Its main shareholder is GUARDIAN HOLDINGS LTD, which does not reside in any tax haven, but in Israel. The company GUARDIAN HOMELAND SECURITY SA was established in March 2006, after the escort services provided by its director, Liane Erzoan, to the then minister Miguel Angel Martinos.

The escort service of the Spanish Foreign Minister at the time was provided by Mr. Lian Arzuan when he was an official in the State of Israel and not a businessman, in accordance with the instructions of his superiors.
